If you decide to go forward, incorporate suggestions into version two of your issue and see how those changes impact the feedback you get from the suggestion box reviewers.
As soon as your issue is judged actionable, balanced and clear, it will qualify to open for public comment. If more than one issue qualifies to open, they will be invited to open in decreasing order of importance (as judged by the suggestion box reviewers). If your issue is judged important, you shouldn't have to wait long for the invitation: new issues open every 2-4 weeks.
Once invited, the final decision to open is yours. With feedback from your latest version in the suggestion box, you should have good evidence that you and the Kitchen Democracy community have crafted an issue which meets both your requirements.
