Close 'First and Main'

After a decision is made, close the issue and document the decision.

Whether or not the decision is in favor of the Kitchen Democracy majority, it's important to make it a part of the permanent record on Kitchen Democracy. If made in favor of the majority, the decision is evidence of the decision maker's support for the community's needs. If made against the majority, the decision maker should have an opportunity to contribute to the decision page on the closed issue, describing his/her motivation for the decision.

In both cases, the information helps everyone understand how and why decisions were made - and this is good for democracy.
